Program/Project Management Management

The hallmark of the FGS management approach is our ability to provide highly-experienced personnel knowledgeable about DoD and intelligence organizations, systems, plans, and strategies. Our management team brings intelligence analysis, collection management, systems management, and system engineering expertise. We have a diverse set of Government and commercial backgrounds ranging from DoD civilian, prior military, Intelligence Community (IC), and various commercial companies.

FGS’s management is structured to ensure compliance with Government standards for program performance. The benefits of our organizational structure include very few management layers between key decision makers within the team and cross communication between the teams. Security, Quality Assurance (QA) and Program Control report to the FGS Program Manager (PM) so that overall program objectivity can be maintained. These give the FGS PM continued and direct insight into program status, from task order initiation to closure. In addition, we use Earned Value Management (EVM) to effectively inform customers of the most accurate project status at any given time. EVM has proven to be a most effective tool for performance measurement, providing FGS and its customers with full integration and management of each project's scope, schedule, and cost.

The FGS PM holds the Project Management Professional (PMP) credential, obtained through the Project Management Institute (PMI). FGS personnel hold active memberships in the Southern Maryland Chapter of the Project Management Institute. 

FGS is well-versed in all aspects of Program Management, to include Initiating; Planning; Executing; Monitoring and Control; and Closing. Through these processes, we monitor the program’s technical progress, milestones, and cost. Progress reports are delivered periodically through various forums. Policies and procedures are in place for managing and directing the program, standardization, quality, and cost control/cost management. Budget information is managed in FGS’s DCAA-approved Deltek financial management system. In addition, our customers can have access to near real-time task scheduling, resource allocation/usage, cost and documents/risks/issues through the linked software applications of Microsoft SharePoint, Microsoft Project Professional, Microsoft Project Server, and Deltek. This combined information, relevant to the “Triple Constraints” (time, scope, and cost), will be available through a single user interface at any time. These are proven methods that will provide rapid response to the needs of our customers.

Delivering a quality product to our customers is paramount to the success of achieving customer objectives and is a key aspect of our management process. QA evaluates and audits the products generated on the program to ensure compliance with the applicable program plans, processes, standards, and procedures. At the initiation of a contract, FGS institutes a QA process to assure that the products produced meet or exceed customer expectations. We conduct reviews of product deliverables to identify, address, and prevent issues affecting product quality.
